I've had this under hood whine on my 2007 Dodge ram for a long time now. I figured I would just wait it out until something took a crap and then I'd replace it. The sound was speed sensitive but was not affected by turning the steering wheel so that ruled out the power steering pump. About a year ago the water pump started leaking so I replaced that, that took that out of the equation. It finally annoyed me enough that I had to do something about it. The cheapest thing for me to start with in the belt system was the tensioner pulleys. I found the upper and lower sold as a pair on eBay for $23 delivered. Easy cheap fix. The sound is completely gone. So, if you have a speed sensitive whine from under the hood of your Dodge ram pick up that doesn't change when steering, start with the tensioner pulleys.
