You can use 2019 as your truck year and they will fit. I just ordered a Mopar set a 4 on amazon. Looking at the Mopar site they list that they fit 2019 and 2020. Amazon was cheaper with free shipping.

I can see an advantage of having the steps retract to lift them up and out of the way so as not to get banged up by hitting boulders when off roadingThe splash guards and running boards make a great deal of difference in keeping the sides of the truck clean. I could never figure out why anyone would want the power retracting side steps that leave the truck vulnerable.
I have the dealer add the factory splash guards on my SUV and did it myself on my 2500 truck. The prep guy at the dealer did a terrible job and so with my next truck I will add them myself and do it right.
I would go with duraflap or Rokblotz mudflats, seen issues with molded flaps.
I put the Husky's on mine. As far as the "no drill" design goes, I couldn't get the tape to stick well and wouldn't trust it. I ended up drilling in the liner for the included optional screws.
Not sure what problems you're referring to, but Weathertech provides 3M clear "stuff" to apply to the body where the mudflap contacts the paint surface. Presumably to protect the paint and keep it from looking scuffed if/when the mudflap is removed.
