Strange fuel management events?

There are two types of events where it seems to me the fuel management is acting wacky on my '20 Hemi. Wondering if either are "normal".
  1. When going to idle at highways speed. For instance, cruise is set at 55 and you start "coasting" because of a downgrade. I can hear a "burp" from the exhaust, and feel a slight surge in power, as if the throttle was blipped microscopically. It happens with or without cruise, I just mentioned that it does happen with cruise to show that it's not operator induced.
  2. Using engine braking at 2-3000 RPM. All of a sudden it lets go and is not holding back as much as it was, as if the throttle was suddenly opened a bit. IOW I all of a sudden need to use the brakes to maintain speed where it had been doing fine just on the engine before, on the same grade.
EDIT:
I should mention that in both of these situations I am in Gear Limiting format, so MDS is turned off (or should be). But in point 1 it DOES sorta sound like it does when going from MDS activated to in-active.
