You have to turn the the lights on to see voltage at the fuse. Turn the running/parking lights to test the voltage at the F29 fuse. If there is no voltage you probably need a new Power Distribution Module (fuse box), the relays are internal and not replaceable.

To test the Trailer Tow Stop/turn signals, enable the hazard lights for F53 and F81. Unfortunately you have to start the truck, set the parking brake and put the truck in reverse to test for voltage F28

Yea with lights on still no power to fuse F29 but everything else with the trailer is working. Thanks for the information.

You could follow the wiring back to BCM. Keep in mind that the BCM will complete the ground for the relay that turns the trailer lights on. You should see 12V at the pin on the BCM with the lights off. (see PDF wiring diagram).
