Transfercase issues

I have a 2006 Dodge Ram 1500 4x4 with the 4.7 6 speed manual. I bought the truck and the transfer nuetral light is lit as well as all the 4x4 lights on the dash. They aren't blinking they are just steady on. The kid I bought it from says he thinks the actuator is out. I haven't tested it yet but seems to be a lot of light for just a simple actuator.
