Truck Bed Stains

I have quite a few stains in the bed of the truck I just bought. Most looks like white paint. The bed has a liner, looks OEM, as there are not labels on it.

I did some internet searching, and tried using some mineral spirits on them. I think it will eventually get it off, but needs to soak.

Problem with that, my garage is level, and the bed has a pretty decent slope to the front. I tried driving the front up on blocks, but I need bigger blocks, and don't feel comfortable putting the front of the truck that high in the air inside my garage. Driveway is sloped, and actually makes the truck to high in the front, and probably need to raise the back a decent amount.

I also tried to get smart, and used some plumbers putty to make a little dam to keep the mineral spirits in place. This worked well once, but the putty started to get slimy, and was probably being eaten by the spirits.

Does anyone have any ideas on how to soak these stains without the liquid running off? Some of them are on the side, so even if I manage to level the truck, I'll have to do something with those.
