Truck died, no start

Okay hive mind. She just died on the road. Thought we ran out of gas. Put 4 gallons in, primed the pump and bled the fuel system. She just cranks and cranks and cranks. I swapped out the VP44 8 or so months ago. Had some work done at a local shop to finally get the code to clear. I just opened the hood today to find they left rags covering my CAI. Have no idea why. I have no codes. Was going to shoot some starting fluid to see if that it'll get her going. Do I remove the intake horn and spray into there or remove the CAI and spray into there? Any other suggestions? Thank you.

I would take it all apart, to see what else they left in there
