Turbo actuator?

I had the code pop up occasionally ove the last few years and noticed no change in engine. Today it can up and the truck will make 18-19 pounds boost when I get on t it hard. Seems a bit sluggish. Usually if I get on it it will do 25 or so pounds. I’ve been ready alot and it hard to tell if it the turbo or the actuator? I would think if one or both went out I would make no boost. Ideas? 2016 2500 4x4.

Also I know City Diesel actuators is what most people recommend but has anybody used Circut Board Medics with the calibration tool

Late to this, but my 2016 2500 done the same exact thing. I finally done a delete on it and it opened it up big time. The guy said my exhaust was very stopped up. But I’ve had a code on my truck for a while now from the actuator. I haven’t changed it out yet but the truck still runs great.
