w/ a 2.5" front lift..can I put on 37" tires?

On a 1500, no. And it very much depends on your wheel specs anyway so you haven't given enough information to really tell you what will fit.

Well if he doesn't want front fenders or a bumper anymore, sure. But I doubt that's something he's going to go for. lol.
