weirdd problem

with my key in the off position my headlights,interior lights will not work but if i turm my key on they both work?? my factory or aftermarket headunits will not work no matter what tried them both. and interior illumination doesnt work (speedo/heat,etc.. knobs, yes its just the fuse for this but still) ANY ideas what this can be?

if it matters the radio stopped working as soon as i pulled the interior illumination fuse and i guess all the other **** went at the same time
