What does “ phone pop-ups displayed in cluster” mean?

I have it enabled in my radio, but have never seen anything in my cluster concerning my phone.

Means exactly that, messages on your phone will appear in your cluster. As long as you have your Bluetooth setup properly on your phone to show notifications.

What happens in CarPlay/Android Auto like mapping, messaging, etc in most manufacturers doesn't show in the dash clusters, just the radio display. If your using the Bluetooth with the radio's messaging, mapping, etc, that shows in the dash.
Give it a few more years and you'll see CP/AA integrated more into vehicle dashboards.
