Does anyone have any experience or use hub rings? Local tire shop mentioned that I need them to help with slight wheel vibration. Is this necessary or just an “up-sale?”

Yes, get hub centric rings for your rims, it helps you get the correct fit and helps prevent vibrations.

Most aftermarket wheels are lug centric meaning the wheel centers on the axle via the cone shape of the lug nut holes in the wheel and the cone shape of the lug nut. If the lug nut holes or the studs are not centered on the axle, it seems doubtful a little piece of plastic will change that against 5, 6 or 8 lug nuts torqued to 120 - 150 ft-lbs. The descriptions for many of them even say they bear no weight.
