I am trying to figure out new wheels for my 2013 1500 Hemi. I am looking at something like fuel hostages 20x10 and want to fit 35x12.50. i want to have the tires just a little bit outside the fenders whats offset or backspacing? i am new to this so i am not sure what means what. thanks

You won't be able to run a 20x10 and a 35x12.5 and have the tire "just a little bit outside the fenders". That combination simply isn't possible with where clearance is required.

A 20x10 -12 offset and 35x12.5 will poke past the fender by approximately 2.5"
A 20x10 -24 offset and 35x12.5 will poke past the fender by approximately 3.0"

As stimpy posted above start with the Guide to Leveling & Wheel and Tire Sizing as it will give you a lot of good information. From there I can answer any other questions you may have.
