Looking to tow a #7500 TT. I have lease with a 1500 Hemi with the 3.21 rear. When my lease is up next time I'll go with the 3.92 rear. My question is would I get better towing performance with the 17" wheels rather than what I have now (20").

No the wheel size won't make a difference. Could go to a heavier ply tire to help with the stability/spongy feeling from the extra weight.

There are a couple choices in an XL rated 20" tire but they're not cheap.
You have to weigh what you like vs what works best for you.

What pimpin said you will actually get some mechanical advantage because the "factory 17" has a smaller diamiter tire than the 20's if you got 17's and put 33's on it you gain nothing. But just by the math I get somewhere in the added mechanical range of .1 if you currently have 3.21 and 33 in tires then dropping to factory 17's witch are 32s it will be as if you have a 3.31 axle ratio with the factory 20s. It's not much but there is a mechanical advantage to doing so. But getting a tire with a stiffer side wall is probably going to be more binifical than the size difference.
