I have a 1994 Dodge diesel it has 220,000 miles and I have been pulling my camper . I have installed a plate in fuel pump to give it more horsepower. I used to be able to hear the turbo kick in but now I don't hear it is there any way of checking this? Also can I install a bigger turbo to gain horsepower? when pulling camper Approx 8000 Lbs on hills I will drop from 70 down to 50's. Been a great truck and always maint correctly. I am still running factory Tranny but I think that is because I always service tranny every year .

full egr delete (straight pipe) and a nice cold air intake will do wonders!

I suspect that the OP is not getting turbo boost based on his original post. I would get that checked out.
