2005 Ram 3500, lift pump

I am having issues with not my engine not cranking. I think there is a fuel issue, I changed the in-tank pump, fuel doesn’t register nor do I hear pump run. Any body have a solution, safety switch, ecm? Fuses and relay were switched to verify.

Do you have pressure at the fuel rail?

I haven’t checked, I tried to connect my Edge /Juice a d it doesn’t recognize. I have also connected a code reader, it doesn’t recognize the PCM. I don’t know if the programmer is preventing the code reader or not.
