headlights on low beam only light up half way. so when Im driving, it looks like the top half of the windshield is blacked out. when I turn on the high beams, they light up normal

Not exactly sure what your issue is. Are you running stock headlight assemblies? Have you replaced bulbs with exact fit name brand and not something aftermarket offering 60% more brightness, which can disperse light? Are your lenses cloudy from road debris? Maybe load a couple pictures, one in a unlit road, one with headlights pointing at wall or garage door. Someone may have a better idea with this information. Good luck.

Do you have the OEM projector headlights? Those have a cut-off line that should be below most vehicles sideview mirrors.
The factory projectors use a reflector high beams so there's no cut off line.
