I have a 2003 4.7 and I recently did the timing on my truck and since then my truck wont rev past around 4500 rpm. I have checked the timing multiple times and it all seems to be set correctly. If i stay at that 4500rpm stopping point for around 10-15 secs the CEL will flash and when I let off it will go away but not throw any codes. The truck will drive around town fine and idles fine just if your getting on to the highway at WOT it will just stop at 4500 rpm and I will have to let off to let it shift to keep going.

A code reader would give you any code stored in memory. If the CEL lights up there are codes stored in there.
Also there are 2 different timing kits available for the 4.7L. Which one did you get? (if you can provide the make and part # someone can validate you got the right one for your application).
Are you hearing any weird noises at any rpm?
How is your MPG?
Did you replace the complete kit including the tensioners, slide guides and sprockets?

I've checked with a code reader and it doesn't show any codes at all. I got the ngc timing kit since I have the 4 plug ecu. I changed everything gears, tensioners, guides and all 3 chains. No weird noises and no change in mpg.

Well you did get the correct kit. But it seems like it would throw a code.
I would look for things that might have been damaged during the takedown/reassembly. I snapped the end off my map sensor and chased the problem for a week.

I've been hoping for it to throw a code since I've first worked on it and noticed the problem which was a few weeks ago and so far nothing.
I've checked all the sensors and I've replaced the cam position sensor because I was thinking it could cause it but it didn't change anything. I've even taken the truck to a dodge dealer and the said it could be my catalytic converter so I took it out and still no change.

You took the cats off? Were they damaged? It wasn't a truck but I did work on a vehicle a while back that the cat was melted on the inside and had clogged the muffler to the point it wouldn't rev very high.
Unless the codes have been cleared they are still there even if the light goes back out they are stored. We have a series of scanners at work I forget what the dodge scanner is called but the GM scanner is a tech-2 and they both read stored codes. Some codes don't make the light come on but are still stored and can be read.
You could have exhaust restriction, fuel restriction, air restriction BUT since you worked on the timing chains I would suspect that first since it changed.
ALSO though you bought a NGC set doesn't mean that the dude that put the cam ring in the kit when it was packaged knew what he was doing I would compare the notches in the cam ring to the one you took off that you know worked and see if the timing slots are in the same place... same amount.
