After even a 15 min drive the engine compartment is really hot, put your hand on plastic cover over radiator and it's really hot, normal? truck runs really good only noticed when checking Mopar CAI bolts, they loosen up every so often.

This is normal for the engine bay to be hot after a 15 minute drive

Yeah I noticed the same thing on my 16. The plastic cover got hot as hell, and made removing it fun. My 10 Silverado didn't get quite that hot under the hood even with longtubes.

Its the combination of the hot t-stat and the grill shutters keeping airflow down until the truck absolutely wants it. After I changed to a 190 (Don't have a custom tune, just the pulsar) and deleted the shutters my under hood temps aren't as hot after a long drive and my IAT is lower. Having the coolant at 203+ with selective air flow through the engine bay really keeps it hot under there in the stock configuration.
