Yeah they come out. That's where my tow hooks are.

they are probably just plastic welded in 6 spots on the back, ive seen other faux bumper inserts that were, if they are just take a dremel and hit the spots. should fall right out

Looks to be a bit different than my 2012 but the long one on mine came out, just a couple of screws/expanding nuts holding it in place.

I would check but my truck is at home I'm at work. Ok I want to install tow hooks and instal a light bar.

I removed mine to cut so I could add tow hooks. Mine were held in by 2 screws on each one. Very easy to remove from backside.
