For some reason I can only get 100 KPa (14.5 psi) of boost. this was before and after full delete. Truck has same amount of power no matter what mode it is in. Stock tune all the way to extreme tune. No difference in power or max boost wont budge past 100kpa (14.5psi) even pulling camper up a steep hill . Any ideas?

The only thing I can think of is the turbo actuator is not running full range of motion, which would cause the shutters not to open fully. I don't suppose you have a CEL or stored codes? You should see night and day difference between stock settings compared to extreme. Something is surely wrong somewhere with either the turbo or it's actuator, but it should have a fault code and probably CEL.

Thats what is so weird, no CEL no stored codes. the truck runs great and I can still pull hills with over 10,000 pounds with no problem. After the delete truck has had no issues at all no smoke or anything. MPG is still 21-24 Its just I wont go over 100KPa (14.5 psi) no mater what.

I have a Bully Dog tuner. It is for deleted trucks.... still legal in Canada, for the time being.

What are you using to determine how much boost you are making? Mechanical boost gauge or the Bully Dog? Does your gauge always show 14.5psi whether it be at idle or under power?

Im using the bully dog. the boost on the bully dog. The boost on the bully gauge goes up and down with driving... 0 at idle and when pulling a hill or WOT goes up to 14.5. It stops at 14.5 no matter what. I can pull a hill empty or I can bu pulling 10-12 thousand pounds it will max out at 14.5.

I'm using the 40428. truck is an early 16. Truck has about 95000 miles on it now, I've kept up all the maintenance however I am needing to change out the fuel filters... Just haven't had time to get to it. Truck is mainly used for hauling my camper, almost 20000 miles pulling in just the last year. Its not down on power at all however I thought with the delete and a tuner I should have alot more power. I haven't noticed any change even with tuner at extream no difference in power from stock. The only thing I can think of is the boost limitation.

Figured it out boys, tuner was set to defuel at 100kpa. Its all good now
