Cruise control quit working. Light doesn't come on. Looked for fuse. Never found it. Assume clock spring might be problem but air bag light isn't on. Most of the forums I've checked mention no cruise control and air bag light on. Is it possible just the cruise control could quit working but the air bag light doesn't come on? Could something else be the problem?

Yes, possible. My cruise on my 2003 went 2x. Turned out to be the switch on steering wheel. Both replacements fixed it. I am having same problem on my 2018, switch is going again. I have to hit on button just the right way to get it to work now. On 2003 it just stopped working all at once.

When you first turn on the truck and it goes through the test fase, lighting up all the icons on the dash, do the cruise and airbag light come on?

The airbag light does. I don't think the cruise control light comes on but I wasn't looking for it either. Turns out my cruise control still works but you have to push the button in the right spot to turn it on now. Before it turned on every time I pushed the button.

I discovered mine still works but you have to push the button just right to turn it on now.
