2016 ram eco diesel no heat
Replaced heater core and checked that actuator and blend doors are working
Any possible ideas of the issue
Could it be a failed thermostat in the open position

If it's thermostat that failed open, it will be obvious. The engine coolant temp reading on your EVIC won't ever get up to the correct temperature.

What does it indicate?

What does the digital temp gauge show in the EVIC (instrument cluster). Are you familiar with the location of the vehicles temperatures that are available to display?

When you say that you check the blend door actuator are you verifying that the actuator is able to move in both directions by using the HVAC Control Head of by using a scan tool?

Everything to the left of halfway, including barely warm, counts as less than halfway. Less than halfway could me anything from 0 to normal operating temp.

The up/down/left/right buttons on your steering wheel will let you navigate to a screen that looks something like this, so you can get the actual temperature.

We have had this issue as well, what we have done is shut the truck off and restart it and the heat comes on. What I have found the issue is with the coolant diverter valve does not operate properly and does not send hot coolant to the heater. Try turning off your truck when you have no heat and turn it back on and see wha happens. If you have heat replace the diverter valve which is in the engine compartment on the right hand side, front corner of engine
