Engine code popped up last week

My'14-3500 SBMC threw a code and it was for the turbocharger vane control. It seemed ok for a few days then yesterday it settled in and no real power or boost, no exhaust brake which was just fine until yesterday. So I guess I'm looking at a new actuator controller and not a new turbo, but that's just a guess until I can get the coolant drained and the actuator removed to see if the little geared arm is easy to move or jammed. I use the exhaust brake about 95% of the time and tow/haul about the same. I'll see in a few days.
