What's the risk to plugging the vacuum and saying screw the evap system

Emissions fault codes. The monitoring parameters are hard coded into ECM and can't be turned off with AlfaOBD.

Not overly worried about codes. I have an in at the inspection booth. More concerned with driving it. I've had this tank out 5 times and can't find any leak. I do have a stupid question. Is the evap canister filter supposed to be open to the atmosphere. I can't seem to get an answer to that.
