First Time Noise From Engine Area

First off, it is literally zero degrees where I am in Green Bay. My problem: started truck and I heard a continuous squeal from the engine area. Belt is intact BTW. Besides this there is some resistance in the steering wheel. Might this just be low PS fluid? Thoughts and suggestions would be greatly appreciated.

Did the steering wheel get better after you drove it for a while? The fluid could of been thicker with the cold temperature.

Mine squeals a bit too, on cold starts. -27 C out tonight and it did chirp a bit while cold, went away once it warmed up.
