Fuel gauge

2016 3500 Lariat 6.7 cummins.
Fuel gauge reads around 3/4 even though it is completely full. After a few miles it might go up to full stay at 3/4 or 1/2 to 5/8. I've replaced the in tank fuel pump sending unit with the same results. Has anyone had this problem or know of a fix or idea of how I can trace it.

The only thing I can think of is maybe its programmed for the wrong size tank?
