fuse Box, Permanent power, Dash Cam, Cig lighters..etc

SO I was doing some investigation on trying to connect a dashcam to permanent power. I think I have that figured out but then I was trying to figure out some other fuses.

1.
Looks like front dash has 2 cigar lighters, the one on the driver side only runs with power on and the one on the passenger side (actually not a Cig light but a USB)is always on So I'll tap into those 2 one for my dash cam setup. I noticed the passenger one runs off fuse F104 and I see 103, 102, 101 are all empty labeled as spared. Are all these setup to run on permantent power if I want to use them?

2. I was initially looking at fuse 90/91 that can be changed from one to the other for the back Cig lighter. I have the fuse in the box but I do not have any cig lighter in the back so what is it powering? Could i used to intall one?

What was your solution to this? I use an iPad plugged into the CC USB to play music through my 2017's base radio. I was also hoping this would keep the iPad charged overnight, but the CC USB port only seems to be live when the key is in the ignition (and for 60 secs after opening closing door).
