Well I figured if he's going to have the dealership do it then they would update the BCM as well

The dealership does not have open access to modify the BCM configuration. Unless FCA has made the relevant sales codes available for his VIN in DealerCONNECT as a "dealer installed option" (unlikely), then they have no way to change the BCM.

For what you pay for oem halogen, retroshop can open up the replicas, put in true hid projectors and give you fully functional badassery. Maybe even color match them.
