Headlight drama

Hey guys new to the forums here. I have a question regarding my headlights. My high beams work great all the time. My Low Beams work when the truck is off but not when it's running When the truck is running they flash and go off.
The bulbs are HID's that are wired in with a resistor.

any relay harness with the resistor?

No relay in the set up.
