Would it be possible to bolt a steel plate from one tow hook mount to the other and have a winch mounted to the steel plate? It seems as though it would line up with the cable(or rope) coming out right at the license plate... Here are a couple of photos (The dirty part in the second photo is right behind the license plate...).

I feel like a 1/4" steel plate would not be too big to go on the bolt under the hook and still be able to keep the tow hooks...
