Help with failed emissions test

My obd port isn't reading anything on the emissions check on my state (Texas) inspection.

I've checked the fuse at 43 under the instrument cluster and it looks fine. Also I have power at all of my us ports.

Fuse 43 shows port diagnostics and USB power.

Any tips???

Check Pins 4 and 5 to see if they are ground. Check pin 16 for power. Also the emission system should be still under warranty, bring it back to the dealer and say fix this.
