HID Help

Hey rammers... I have just upgraded my single beam hid to a bi xenon hid in my 2004 thunderroad. But I am having one major problem... Everytime that I turn my headlights on, the light comes on for about 1 second and then turns off again and it keeps doing it. I have the wiring harness hooked up correctly and I can hear the controller on the harness ticking off and on everytime the light turns on. Anyone else have this problem? If so, what can I do or buy to fix the problem? Any help is greatly appreciated,
