hosing out the rockers (area with the tape)

Okay all this past winter I removed the plugs in the rocker panels and sprayed Fluid film inside those holes. I also replaced the tape that covers the back side of the rocker panels.

Today I checked under the truck and decided to remove a piece of tape and feel inside. To my surprise no fluid film. Its feels like the part where the plastic plugs are and the area where the tape is at are separated. I felt small bits of dry sand inside.

Can I put a hose in this area and flush out the sand and let it dry then spray the insides with fluid film. Or would I be causing more harm by introducing water into this area and posible wetting something down that should not get soked and speeding up corrosion by traping in water?

I did the same. The tape area drains out botom. U should see little creases at botom. Yes different than sealed rocker area with plugs. Not sure if i would hose out. Maybe some brake clean and recoat with fluid film. But i may just recoat.
