How to prevent RUST from drilling?

Hey anyone know how to prevent rust from starting? i had LED tail light bar that im going to be screwing in, small screws just below my tailgate, where my tire hole is located for my spare...how can i prevent rust from starting from the holes im going to be drilling???



ALSO ! Off topic, anyone know what i can use for a dirt stain on my seats? there just regular seats...whats safe to use to get the stain out, its just fresh dirt.

When I put mudflaps on my car I had to drill into the fender. After I drilled the hole I put a bit of silicone in the hole, and then covered the threads and under the head of the screw in silicone as well. Been about 5 years in Manitoba winters and so far so good.

^That. Drill a hole a little bigger, use touchup primer and paint to seal it, then use a plastic fastener insert that the screw goes into and be good to go. (See attachment.)

99% rubbing alcohol will remove it im sure. I left the cap off a permanent marker and it soaked into my work truck seat. The stain was pretty big, but using an old toothbrush and alcohol, it completely removed it. Didn't affect the colour or appearance of the fabric either.
