Ok so I need help with polishing my exhaust tips. I've read instructions but it's not working 
So they started like this, but worse(pic is of driver side, I've been working on passenger side)

Then used some #3 steel wool but as you can see it wasn't removing the concrete or whatever stuff

So used some copper pad to get it off

Then used #3 again to soften the copper scratches

Then #1

Then #0

Products(used water as lubricant)


As you can see the scratches aren't getting lighter(actually seem to be getting worse), and I know I'm supposed to use polish but I don't think that's gonna fill in the scratches. So what else should I try?
