I just put everything back together and the check engine is on. Is that normal

If you left the battery connected while you were taking things apart might have caused that. Pull the battery cables and reset the ecu. That should remove the code. Let me know if cleaning the valve fixed your idle issue.

Cleared the code. Finally got the screw out and cleaned it. Was pretty nasty. Idle appears to be normal
