Is a cam degree wheel absolutly necessary?

Going to do a generic no frills by the book install. Are the marks on the gears, chain, and block close enough?

Yes, if you degree it stock, some prefer to advance it 2* to 4*, so thats where a degree wheel comes into play. Ive done many SBC with just dot to dot.
