Need help installing some OEM step bars

I’m having trouble bolting up some nerf bars that I bought used. Both trucks are crew cabs, same generation so I assumed they’d be plug and play.

In the picture I was only able to bolt up the bottom two holes but the top ones have no thread to screw the bolts. This is only in the back/cabin side the front ones bolted up with no problems.
