Oem style fender flare installation ?

I received my oem style fender flares today. They supplied some taping screw with the kit. They said I can use a 1/8'' drill bit or the supplied screw.

But I saw some hole in the truck about 1/4'' can I use those hole with some plastic rivets ? Or I need to drill my truck and use the screw ?

For now there is no hole in the flares .

I need to use my truck hardware , but anyone here have a trick to drill my fender at the right place ?
