Hi I have the same problem on my 2018 Ram 2500 diesel. It has 24k miles. Just took the truck to the dealer [Stoneridge Dodge] in Livermore CA. DO NOT USE THIS DEALER and after they had it for a week they changed the power steering pump and the hydra boost. When I picked up the truck from dealer paper work states inspected vehicle for power steering noise at 1200 rpm changed power steering pump and also changed hydra boost flushed steering system but still can hear the noise , so mind you they called me and told me to come and pick up the truck, its ready. when I looked at the paper work I could not believe it after a week. The noise is still there it is at 1500 rpm. There are no fluid leaks and never had loss of fluids. You can hear the noise while sitting at stop light by bringing the rpm up to 1500 sitting still, also hear it between gear changes. The mechanic at the dealer made a mega mess on my truck oil and grease all over, radio on different stations and seat moved a mile away. I will not be taking my truck to this dealer again but in the meantime The only good thing is that the truck is still under warranty. have to find another dealer that I will trust.
