Quad housing high beams too low

Running a set of oem quad housings. I've got the low beams where I want them, but the highs are too low, lighting up the ground right in front of me. I've got some room to raise up the bottom adjuster (under the bottom mounting bolt), which will raise the low beams but now I'm wondering if I have them too high, which is causing me to have to lower the low beams too far throwing the high beams out of whack. Any suggestions on how to get the high beam higher?

the high and low beams adjust together, if your highs are "too low" than your lows are not adjusted correctly.
The hot spot of the lows should be about 2" lower at 25' feet from the truck.
I'd check that your bulbs are seated correctly and if your running LEDs that they're clocked at 3 & 9 (the LEDs facing outwards).
