Are they supposed to latch either up or down?
Mine don't either way - I can move them by hand without using the latch.
So why have a pull catch for them if not - or am I back at the dealer?

Are you talking about the black straps at the top of the seat near the headrest? I believe that those are for child seats to be attached.

No. The seat bottoms lift up. There's a handle/lever in the front of the each seat bottom - one for each of the 60:40 split. I'd assume the presence of a lever means it locks. Mine doesn't

The recliner handle is located on the front of the rear outboard seat cushions. To adjust the seat back, lift upward on the handle, and slide the seat bottom forward. The lower portion of the seat back will tilt rearward. When you reach the desired position, release the handle.
(Per the owner's manual, page 45.)

As mentioned above, handle is for reclining the seats. No lock up or down

Well don’t I feel like a dummy.
Forgot they recline. In my defense I never sit there though.
