Removing Bed hooks?

Does anyone know how to remove the bed loops (tie downs in the rear of the Bed) I want to install a swing out tool box and these are in the way,

Check behind the taillight. Been a while, but think that is where the two nuts are on the hook.

Hope yours last longer than mine did. I had a bracket break within a year. Full disclosure I might have had too much weight in that one. It had a plug-in air compressor.
