Sticking Emergency Brake

I have experienced my emergency brake sticking twice since I've had my truck. Once was during the summer and the second time was this past week, I don't think it was frozen as we had been above freezing for a few days.

Is this something common? My bumper to bumper warranty ends soon, is it something they should look at?
