Sway Bar Bushing Retainer Bolts

I'm preparing to replace the steering gear, tie rod ends, sway bar links, and bushings on my truck (182k miles on them). While reading the FSM, I came across the directions where it says to discard the mounting bolts for the sway bar (stabilizer bar). Does anybody know why these bolts need to be replaced and should not be reused? At least according to the FSM?

They may be bolts whose threads deform when installed to keep the bolt tight. Removing and reinstalling makes for less deformation to keep the bolt tight. Or they may have come from the factory with locktight on the bolt. Removing it, removes much of the locktight.
