Over on Garage Journal there is a thread in the general discussion section that has 25 pages of toolbox reviews from different forum members. Some of the reviews are very good, with pictures, measurements of steel thickness, and even people that have disassembled their wheel casters to examine the bearings in the casters, all with pictures. I haven't finished reading the whole thread yet, but so far the big losers in that thread are Sears / Craftsman, and Stanley, and the brand that did better than expected, believe it or not, is Harbor Freight.

Tool boxes are a curious purchase. I've had/have tool boxes with ball bearings and without. Two boxes that I specifically remember do not have ball bearings are the two Kennedy chests that I have. So not sure if ball bearing are required. In my area if one wants the best big box available, on a par with Snap-on go to Tractor Supply. They have big chests in the $1500-$2500 range that are as good as any. They have some cheaper ones also. The big roll around chests need to be made of pretty thick metal.

In fact most all tools at Tractor Supply are good unless one buys from the bargain table.

Look on Craigslist for used ones my brother got a $6,000 72" Mac one for $1,500 that was only used for one year. Lots of people go into the industry, buy a giant box, realize it's not for them and sell them dirt cheap.
How about this setup?
