my truck currently has NO front tow hooks. Where could I purchase a set of factory ones (price?) and is there a filler piece that goes in the bumper when they are put in like the one that's there currently with no hooks?

Ebay "RAM 1500 FRONT TOW HOOKS" came up with a number of them, although I didn’t see any for an 07', I’m sure a little more digging would show results, but they are running around $130'ish there.
Bumper fillers are also available.
I’d be more than willing to help you search some more if you need help.
Edit: Now that I'm thinking about it, another "Forum" had an old post about making your own. You could score some 1/2" plate (scrap yard) cut it to 4"x41" and either hooks or d-rings rated at 10K lbs and have them welded up locally for a LOT cheaper that you will find on the net. From there line it up, drill bolt holes and attach with bolts that are rated high enough for the application. You could either cut holes into your existing plastic insert or go without it...just an idea.
