Tow Mirror Bracket Install - Rivets

I just ordered in a set of tow mirrors and brackets for my 2017 Big Horn. The bracket hardware came with the rivets and bolts. Do I really need that rivnut tool to do the install? Won't just tightening the bolts pull the rivet in?
