I’ve been arguing with my father in law about this. What is all included in the “tow package”?

It is not something that is simple to define

The actual parts in a trailer tow package vary year-to-year and model-to-model.
It may include integrated trailer brake controller, hitch receiver, industry-standard seven-pin wiring harness and a trailer brake-wiring harness.

I won't say that EVERY Ram has the
seven-pin wiring harness and a trailer brake-wiring harness.
But i can't recall a Ram that did not have it.

From what i have read, the Hitch Receiver is included with the regular Tow Package

You can add the Integrated Brake Controller as an upgrade. my 2016 was a factory order, i got the Hitch Receiver & the Integrated Brake Controller

I could have also had the Tow Mirrors installed, but i don't want or need them.

So i guess you were both somewhat correct
